FM-band. Finland faced a real 'boom'
with dozens of stations coming on air
everywhere in Finland. The best-known
pirates on FM were Viitasaaren Vapaa
Radio (Viitasaari-island Free Radio)
and ULAR-network.
Ular was the first attempt to build a
real network of free radios. ULAR had 5
member stations in southern Finland,
and the project gained very much
publicity. For example Ilta-Sanomat (an
afternoon paper) owned the whole cover
for ULAR-memberstations Radio Midnight-
sun in 1973. Despite of the good tries,
the Free radio projects in the early
70's didn't have too long lives. Police
and PTL (Post and Tele office of
Finland) started searching for the
stations and managed to quieten some of
them. For example Viitasaaren Vapaa
Radio(operated in the middle of Finland
from a small village) was in court in
1974 and the operator was fined for 200
FIM. It wasn't much, but many operators
were afraid of getting caught and
closed down voluntarily.
Free radio was alive and well during

the whole 1970's.After the raids of FM
stations many operators started to
broadcast on short waves around 6200-
6300 kHz. Soon PTL noticed this move
and started the pursuit. The first SW
(shortwave) station that was raided was
Radio Scandinavia in 1975. The mid-70's
were a bit quiet when compared to the
beginning of the decade, but it was
only the quiet before the storm.
In late 1970's the Finnish Free Radio
aose like a real storm. New stations
were born at least one a month and in
1979 - 80 there were around 50 - 70
stations broadcasting in all wave-
lenghts, FM, SW and medium waves. There
were SW-pirates everywhere in Finland
and there were also hundreds of DX-
listeners trying to hear them every
Sunday morning. Stations grew bigger
and more powerful and finally some of
them were broadcasting with power of
1000 watts(most local radios in Finland
have powers of 100 or 200 watts). New
FM-stations came alive everywhere, too.
